CLAYTON — The ÃÛÑ¿´«Ã½ County Council voted unanimously Tuesday to approve a $15.8 million contract with the Animal Protective Association, a ÃÛÑ¿´«Ã½-based nonprofit organization, to run the county’s animal shelter.
The APA was one of two entities that responded to a bid for a private operator of the shelter.
The move to private management brings to fruition a recommendation made in a 2019 audit that ripped the shelter for poor conditions and a high kill rate that had been concealed by paperwork.
The contract calls for the APA to manage the shelter for five years, with an option for renewal for three additional years at the cost of $3.7 million each year.
The council also unanimously approved a $2.5 million contract with Deloitte, an accounting firm that has been advising the county on meeting federal regulations for spending of millions in federal pandemic aid.

The vote extended the county’s previous contract with the agency through the end 2024, to match a federal deadline for allocating a total $193 million in federal aid under the American Rescue Plan Act.
The contract amount is to come out of roughly $83 million remaining in ARPA funds for the county to spend.
